Identification of Defaulters or Missing Children of Routine Immunization by using Foot Thumbprint Scanning

Pakistan is a polio high rick country, the main reason for the disease is unvaccinated or partially vaccinated children. Household surveys or outreach services couldn't identify the unvaccinated children or get the complete record of the child vaccination, hence the government and partners are unable to control the polio virus. Fingerprint scanning could be an option to identify the children, but capturing hand fingers expressions of newborn required expensive and high resolution sensors that are not feasible at large scale. PaceTech is piloting the Child Electronic Registration & Vaccination (CERV) mobile App in the selected districts of Islamabad and Khyber Pakhtunkhwa. The App is equipped with an ordinary biometric scanner and interlinked with Logistics & Management Information System (EPI-MIS). The app records Foot Thumb expressions for registration of newborns. The thumbprint database can be used to identify missing or defaulter children later on. Following are main features of the App: 1) Integrated with EPI-MIS and can triangulate vaccine and vaccination data for decision making. 2) Identify Defaulters Children and delivers SMS Reminders. 3) Equipped with Fingerprint Scanner and QR Code Reader for Children Identification. 4) Capture pictures of vaccinated children. 5) Generate Daily & Permanent Register and Monthly Reports of the health facilities. 6) Online/Mobile based Child Immunization Cards with printing option. 7) Provide option to Vaccinate out-of-UC (union council) and out-of-district Children. 8) Calculate EPI Indicators on Actual basis (e.g. Vaccine Consumptions, Open Vial Wastage, Vaccination Dropouts and Fully Immunized Children). 9) Online Thematic analysis for monitoring and evaluation of EPI Services. There are same types of mobile apps that are also under piloting phase in Pakistan e.g. Zindagi Mehfooz and EVACS. The applications are not storing biometric expressions and not linked with any LMIS for the triangulation of the EPI data.
