Transforming Complex Data into Interactive Dashboards and Data Visualization Products

Reliable access to contraceptives is a key component to empower women, reduce maternal mortality, and build stronger communities. To date, 21.4 million women of reproductive age in developing countries who want to prevent pregnancy are not using modern contraceptive methods. While many primary health care facilities offer modern contraceptives, gaps remain to address a growing demand to reduce unmet need in low- and middle-income countries. To provide greater visibility and accessibility of contraceptive security data a dashboard was developed from the 2017 contraceptive security indicators survey. The data collected across the public and private sector monitors progress in political commitment, financial capital, partner coordination, capacity, client demand and use, and commodity availability. The dashboard is part of the USAID Global Health Supply Chain Program-Procurement and Supply Management (GHSC-PSM) project and developed in partnership with Bixal, a digital communications and technology firm. In this session, we will explore the process used to transform this survey data from 36 countries into an interactive dashboard that can be scaled in its functionality. The dashboard is an integral part of an existing website (ghsupplychain.org) to leverage efficiency in product development and provide access to the entire breadth of the RH community. Establishing a clear vision from the start led to key design decisions for end users to access a range of data views. The back-end process to create a visually appealing dashboard started with standardized data and ETL (Extract, Transform, and Load) implementation to create a visual in a progressively decoupled dashboard application written in React. The result is an easy to use interactive dashboard and data visual for policy-makers, program managers, advocates and key stakeholders implementing a contraceptive program in developing countries.

Validating Use of Satellite Data for Household Enumeration in Rural Ethiopia

This session will explore a satellite enumeration and ground-truthing exercise that took place in a remote part of Ethiopia under the USAID President’s Malaria Initiative (PMI) VectorLink project. The goal of this activity was to find out how many eligible structures existed in a specific region of Ethiopia to ensure accurate availability of insecticide for an Indoor Residual Spray (IRS) campaign. Abt Associates partnered with Digital Globe to produce satellite enumerated maps of Gambela Region, Ethiopia, which produced 192,491 building footprints. These building footprints were then built into Fulcrum, a mobile data collection platform, and turned into data collection points on a map. Using tablets, teams of local enumerators were sent to all 192,491 buildings to tag structures as eligible for IRS or ineligible, based on Ethiopia’s eligibility criteria. Once a structure was tagged as eligible or ineligible, further data was collected on the type of structure that was found. By the end of the exercise, a complete map of the area was formed detailing where structures exist and what type of structure each point represented. This presentation will describe how satellite enumeration was completed, the accuracy and limitations of satellite enumeration, and how the results were used to guide programmatic decision making in Ethiopia. This presentation will also explore additional use-case possibilities within Ethiopia, such as using the enumeration results to create precise sampling intervals for health surveys in Gambela Region or aid in the planning of door-to-door vaccination campaigns.

Leveraging geospatial data to support public health interventions

Geospatial data are more and more available in low- and middle-income countries. Thanks to advanced methodologies - based on satellite imagery, remote sensing and modeling - population data are more and more available and accurate. Initiatives like Worldpop (https://www.worldpop.org/) and GRID3 (http://grid3.org/) provide key support to making that possible. In parallel, information about health facilities (e.g. geolocation, available services, type, contact) are collected by a wide range of partners. These data are highly valuable to - amongst others - improve coverage estimates, detect gaps in service availability and population accessibility to basic health care. However, they remain critically underused in many countries. Why? -Geospatial data are not structured at national level: data collections are often inconsistent with the national standards (e.g. instance health facility IDs) or in some cases these standards are not available; -Stakeholders do not have the necessary technical solutions to keep facility data updated; and -Geospatial data management capacities are limited outside the initiatives listed above. In this session, we will discuss the challenges that we faced in making geospatial data and their analysis available to decision makers in a number of countries and the approaches (both technical and organizational) that we have developed to overcome these challenges. We will address how we dealt with questions such as -How to set up and maintain a health facility registry? -How to compute better coverage estimates? -How to identify health facilities with accessibility issues? -How to improve the administrative boundaries based on actual healthcare usage and referral processes in the field? We will discuss technical tools, governance, national standards and best practices.
